Panagbenga 2025 walks fine line between public engagement and political visibility

Senator Imee Marcos made a notable appearance at the Panagbenga 2025 Grand Float Parade, riding atop Ilocos Norte’s float, which, while not part of the official competition, was among the most visible in the event.

Accompanied by celebrities, Marcos waved to the crowd, drawing attention as one of the most recognizable figures in the parade. Her presence raised eyebrows, given the festival’s strict nonpartisan policy, which prohibits overt political campaigning during the event.

While Panagbenga is traditionally a celebration of culture and tourism, the intersection of politics and festivals remains a familiar dynamic. The participation of public officials often sparks discussions on the fine line between public engagement and political visibility, particularly in high-profile events such as this.

The Panagbenga Festival in Baguio City maintains a strict nonpartisan policy to ensure the event remains a cultural celebration, free from political influence.

The Baguio Flower Festival Foundation Inc. (BFFFI) has set guidelines for politicians and public officials who wish to participate in festival activities, including the parades:

  1. No campaigning: Politicians and candidates are not allowed to use the festival as a platform for political promotion. This includes distributing campaign materials, delivering speeches with political undertones, or engaging in direct campaign-related activities.
  2. Float participation rules: While public officials may join the parade, they cannot display campaign banners, slogans, or any form of election-related messaging on their floats. Additionally, interacting with spectators for political gain — such as handshaking or distributing items — is discouraged.
  3. Neutral attire: Politicians participating in festival events must refrain from wearing clothing that features campaign slogans, party logos, or any other political symbols.
  4. Campaign-free zones: Designated festival areas strictly prohibit the display of political advertisements, banners, or other campaign materials to preserve the event’s focus on community and culture.

These guidelines help keep Panagbenga an inclusive, nonpartisan celebration, ensuring politics does not overshadow the festival’s cultural and artistic significance.

Violations of such may result in removal from the event and possible reports to the Commission on Elections. – Rappler.com
