MANILA, Philippines – A low pressure area outside the Philippine Area of Responsibility (PAR) developed into a tropical depression at 8 am on Thursday, September 26, while two other LPAs are also being monitored by the weather bureau.
As of 8 pm on Thursday, the tropical depression was located 2,610 kilometers east of Central Luzon, moving north northwest at 10 kilometers per hour (km/h).
It has maximum sustained winds of 55 km/h and gustiness of up to 70 km/h.
The Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA) earlier said on Thursday afternoon that the tropical depression only has a slim chance of entering PAR.
Meanwhile, one of the two LPAs being monitored by PAGASA is inside PAR, while the other is outside.
The LPA inside PAR was located 560 kilometers east of Itbayat, Batanes, as of 8 pm on Thursday.
In a Facebook post past 10 pm, the weather bureau said this LPA already has a high chance of developing into a tropical cyclone.
If it becomes a tropical cyclone, it would be the Philippines’ 10th tropical cyclone for 2024 and would be given the local name Julian. It would also be the sixth tropical cyclone for September alone.
This LPA is also bringing scattered rain and thunderstorms to the northernmost province of Batanes.

As for the LPA outside PAR, it was last spotted 1,710 kilometers east of Central Luzon, also as of 8 pm.
It currently has just a low chance of developing into a tropical cyclone, and may dissipate in the coming days, according to PAGASA.
The entire country, except for Batanes which is affected by the LPA inside PAR, is seeing generally fair weather. There may just be isolated rain showers or thunderstorms. – Rappler.com
